I was starting to think journalists were getting muscled into shelving Blue Scholars at the top of their lists (That's what happens when you watch too much Sopranos). Besides Cave Singers, 2007 was a great less-is-more year for Grand Hallway and Bellingham's Asthmaboy. The latter is my pick for the year's best, and available for free download on their website. Check it.
